BackgroundDRC has been operating in West Africa since 1998 and in Latin America and the Caribbean since 2011. The DRC West-North Africa & Latin America (WANALA) Regional Office is based in Dakar, Senegal, and covers several countries. Led by the Regional Executive Director, the DRC WANALA oversees, supports, and provides strategic directions for DRC’s Country Offices within the abovementioned regions. The region covers legal entities in Algeria, Burkina Faso, Cameroon, Central African Republic, Chad, Colombia, Libya, Mali, Mexico, Niger, Nigeria, Tunisia, and Venezuela. The Regional Program Team has a range of technical capacities.2. PurposeThe HR Operations Coordinator ensures effective and compliant HR operations in the assigned DRC’s Country operations within one of the HQ Hubs. The HR Operations Coordinator provides technical guidance and support to Country Operations, helping implement HR policies and systems consistently. The role oversees HR activities, ensuring quality assurance, compliance monitoring, and adherence to standards. The HR Operations Coordinator builds HR capabilities in assigned countries and ensures the timely, accurate, and confidential handling of HR matters. Ultimately, the role supports the achievement of business objectives through strong, compliant, and effective HR practices across the region.3. Duties and ResponsibilitiesGeneral

  • Provide technical advice and support to HR teams and CO management
  • Support development of global HR policies and other HR initiatives in collaboration with the HR Partner
  • Support implementation of updates and changes to global HR policies and other HR initiatives in collaboration with the HR Partner
  • Support HR Partner on actions and follow-up on quarterly HR reports for each country
  • Proactively pursue continuous process improvement in HR related practices in order to enhance the quality and efficiency of output/delivery

Quality assurance

  • Review CO’s localization/contextualization of global polices and tools
  • Review CO’s national staff handbooks and ensure compliance and alignment with DRC Global policies, DRC minimum standards and the local labor law
  • Review and ensure national staff terms of employment are aligned with DRC minimum standards and the local labor law
  • Review CO’s salary scale and revisions and ensure compliance and alignment with Global Compensation Policy
  • Monitor and ensure the roll-out and implementation of Global HR policies and initiatives are completed in Countries
  • Follow-Assess country HR and Duty of Care needs and initiatives

Compliance monitoring

  • Ensure countries are following global processes, policies, and the operations handbooks for HR
  • Ensure countries are following local labor law and that they have established relationships with both internal and external legal advisors
  • Ensure salary and benefits benchmarks are completed
  • Ensure that global policies and regional HR frameworks are localized and they are aligned with local labor laws
  • Perform HR compliance check with COs
  • Support in developing and updating Country HR workplan, based on findings in HR compliance check with the HR Partner

Capacity building

  • Provide onboarding of new HR senior staff in HQ Hub and Country
  • Support onboarding of Country SMT positions and Key positions in the HQ Hub
  • Train HQ Hub and Country HR staff in relevant HR policies, processes, and systems.
  • Train managers in Country and HQ Hub in relevant HR policies, processes, and systems incl. ERP Microsoft Dynamics and DRC Voices
  • Advise managers and staff on training and development opportunities
  • Conduct People Management Trainings in the HQ Hub and CO’s, together with the Country HR team

Recruitment

  • Lead and participate in the relevant recruitment and selection process for Senior Management Teams in HQ Hub and Countries

4. Required Qualifications

  • At least three years’ experience in HR support, preferably in a multi country role
  • Experience in working effectively and cooperatively with diverse stakeholders to drive results
  • Experience with training HR staff and Managers
  • Experience working for an international humanitarian or development organization is a plus.
  • Experience using an online system for recruitment and working with HR and/or ERP systems
  • Understanding of cross-cultural HR practices and challenges in field offices

Education:

  • Bachelor’s degree in human resource management, Business, or Social Science Degree specializing in Human Resources
  • Predictive Index certification (desired)
